add restart cups to README #7

After changing the config file as said in the following part, cups also has to be restarted. For example with # service cups restart or # systemctl restart cups Can you include this in the README please?

The solution is to set printer URI to the usblp device, e.g. "file:///dev/usb/lp0". For this to work, file:     device URIs must be enabled in CUPS configuration: (/etc/cups/cups-files.conf)
