Keyboard Shortcuts Won't Disable #135

What steps will reproduce the problem?
1. Turn off all keyboard shortcuts via checkbox in Options
2. Focus on another app and press Ctrl+Alt+P

What is the expected output? What do you see instead?

The expected output was the normal action for Ctrl+Alt+P in the app being 
focused. Instead Chrome Screen Shot started the screenshot process.

What version of the product are you using? On what operating system?

Chrome Screen Shot 5.0.2 running in Chrome 12.0.742.100 on Windows 7 x64 Pro

Please provide any additional information below.
