The capture options (Highlight/Text/Line) are layered behind the captured image so they cant be selected or changed #237

What steps will reproduce the problem?
1.capture a screenshot
2.when image loaded into Screen Capture UI, click on any of the menu options 
listed in the subject
3.Menu items are layered under the captured image and can select any of them

What is the expected output? What do you see instead?
e.g. - i expect to be able to change the line to an arrow, etc.

What version of the product are you using? On what operating system?
Win7 x64
Chrome Version: Version 22.0.1229.94 m

This just recently started and am thinking it's an compatibility issue with the 
latest version of Chrome?
