[Dashboard] List of links to all university services #167

Describe the feature

It would be cool to have all links in one place. We could add a list of all services for students to Dashboard page, so that Dashboard would become main navigation place between services.

Suggested solution

We could create a list of all services with links. So, each item will have title, description, link, icon. Some examples:

Each item can have description such as "Students of IU can have access to free virtual machines by using this portal" or "You can explore all books in the university library and reserve some of them".
