Fix the UCP module add part of the module migration #48

The way modules actually get added in phpBB 3.1.10 slightly changed so the module migration needs updating for it to be installed in the latest version of phpBB.

Had the same error this other user is experiencing while installing for a client: https://support.oneall.com/forums/discussion/4493/i-have-problems-installing-the-extension-in-phpbb3-v3-1-10

This will solve the issue.
