Define new set of Sysman interfaces for operations on virtual function telemetry #248

Idea is to define new set of interfaces that are clear for users to be able to call from PF driver to gather telemetry info about VFs.

New sets of API to implement could consist of following:

Enumerate all active VF in the GPU.
Provide properties per VF
Retrieve per VF LMEM and System memory utilization from PF interface.
Retrieve per VF Engine utilization from PF interface
