Document the quality assurance plan for PRs #1649

This PR adds instructions on how to run tests on contributor systems to ensure the update being made works as expected before a PR is submitted to the repository. This is provided to meet the open source best practices suggested in https://github.com/uxlfoundation/open-source-working-group/issues/49
