CIA-24 is very erratic reporting checkins for CouchDB #12

CIA-24 has problems in #couchdb:

 * Not being in the channel
 * Not reporting checkins at all
 * Reporting checkins many times

It is currently suck on revision 641 and has reported it 6 times over the
last two days but not a single revision since.

Note: r641 was HUGE (3667 files), if this might be related.

This should have gotten fixed as part of my repository polling rewrite - please 
reopen if it's not.
