CIA should be able to send NOTICE messages #16

I think it would be nice if CIA sent NOTICE messages instead of regular
messages.

Hmm, as per RFC, good point.
Unfortunately, many contemporary IRC clients consider notices "special" and do 
silly 
things like hilighting on any notice anywhere, so it'd at least have to be 
configurable somehow...
