Fix anchor tags for more info on download links #7

Resolves #6

adds unicode symbols for light-weight cross-platform compatibility
adds anchor-titles to render tooltips on hovering over details' links

@ashmaroli Merged - thank you very much!

Unfortunately a local jekyll shows the expand/shrink symbols, but https://rubyinstaller.org doesn't any longer!

@ashmaroli Obviously the deployment took quite long, so that the CSS part took more than 10 minutes. Now everything is fine and looks as expected. Thanks again!
