We have some somewhat novel filtering ideas here and it would be nice for people to have something to cite, so we should submit this for publication. Given its focus on open-source scientific software, JOSS seems like a good choice?

TODOS:

[x] Create paper.md / paper.bib
[x] Everyone needs to dig up their ORCID ids
[x] We need to run a script to generate JOSS metadata - https://gist.github.com/arfon/478b2ed49e11f984d6fb
