Dynamic Environment Patching to Exclude Primary Provider in Initial Creation

Acceptance criteria:

• For providers such as azure where its primary provider's properties may not be valid, do not include the primary provider in the initial patch
• Indicate that an environment is incomplete when it has no primary provider and prevent it from being used
• Verify that this doesn't regress any currently functional behaviors for generic environments
