Allow actions to require a selection #46

How to handle this? Need to allow actions to require:

No selection (just a cursor)
Single selection
Multiple selections

How about <required-selection>:

none
one
multiple

Added selection-context (closed by 2358de27c94fa2639f5841379160034e97a2a071) and extracted common portions of TEA actions into a generic action class for subclassing
