[ENG-3992] ensure hoodie.properties is always sent first + continuous mode fix

• we need to ensure that hoodie.properties is always sent in first batch, in this Pr I ensure that this is sent in batch 1 for both timelines (sending in both to reduce complexity)
• fixing issue in continuous mode
