moodle plugin DB update #21

Latest release on https://moodle.org/plugins/auth_onelogin_saml is 10 years old. Could you add a new version please ?

Moreover you have to have to add Source Control URL and Bugtracker URL too (see : https://docs.moodle.org/dev/Plugin_contribution_checklist#Meta-data)

Hi @ak4t0sh

I don't have control of the account that created auth_onelogin_saml, that why I was not able to publish it there.

I see that current official "maintainer" is "Harrison Horowitz". Ideally - if you can - you should contact him to be added as maintainer. Otherwise you should ping @mudrd8mz to see if you should follow https://docs.moodle.org/dev/Plugins_adoption_programme or as if he can transfer you plugin ownership.

I contacted him time ago with no luck.
