Upgrade vscode + deep learning image #894

Once this issue is resolved, we can upgrade vscode and include it in the onepanel/dl Docker image to get consistent environment across the built-in vscode, JupyterLab and training environments.

Confirmed the latest versions of ms-python and vscode work. Docker image is updated and we now need to add migrations to close this issue.
