Fix check if mage registry "avatax_store_id" is the admin store Id 0 #270

Customer accounts were unaccessible in the admin view.

I can confirm this problem on Mage 1.9.3.6 and PHP 5.6.32-1+ubuntu16.04.1+deb.sury.org+1

I notice that this was not included in the latest stable release. This patch is needed or else the admin is unusable.
