dshell install is still not adding the pub and .dshell and dart paths correctly.

The dshell_complete command is added to .bashrc but not the above paths.

look to the ubuntu lightsail image.

.pub_cache and .dshell also ended up with the wrong permissions when installed under sudo. We should detect this and fix the permissions.

This has been resolved and is partially no longer relavant.
