Functionality described in issue #19 to include Centralized configuration of Load Balancer and reconfiguration from Control panel.

Docker Files and python services to create the container of the new Load Balancer.
Screens and integration to manage the configuration of the Load Balancer in the Control Panel.
New entry in the config-init to include this functionality in the meny of the Administrator Role.
