Add mktime() (from OpenBSD nawk, via Todd C. Miller) #242

I went after Todd C. Miller's comment from https://github.com/onetrueawk/awk/issues/240. Seems to work.

I can clone and then do

git fetch origin pull/242/head

git checkout -B mktime FETCH_HEAD

and i only get the desired essence, so i think that is somehow ok.

hi, todd miller's change to bsd-features will go through. this particular pull request is trying to add the same to the master, which is not acceptable. thanks
