No longer blocker for Crescendo release and mixed community sentiment. Revert https://github.com/onflow/cadence/pull/3376 and re-open https://github.com/onflow/cadence/issues/3210 for future consideration.

The feature is behind a feature flag since #3410. Having the implementation is useful for the FLIP to get evaluated.
