New Tool: Block explorer GUI - Milestone 2

Description

This PR is for issue #2

This submission includes dummy frontend UI which gives an idea of implementation (in milestone 3) of required features. Please keep in mind that no real data is used in UI pages, therefore some functionalities might be misleading.

The UI looks good to me, but I'm not a frontend engineer so don't take my word for it :).

I checked the code and it seems nice and clean and ready for the next stage, nice job.
