The node has already unstaked but has not yet been removed from the identity table as it should have. This bug has been created to investigate why the node was not removed from the identity table. Closing this FLIP since its no longer needed.

re-opening this FLIP and issue since the node ID needs to be removed from the identity table even though it was unstaked.
