In this PR:

switch from tagger+validate to validate.rules (protoc-gen-validate) to specify constraints.
buf format on the protobuf.
switch from deprecated remote to plugin.
bump googleapis dep and pin it to cc916c31859748a68fd229a3c8d7a2e8.
remove renovate comments since we are not using it.
