add ci to include release/** branches

For contributor use:

[ ] Targeted PR against master branch
[ ] Linked to GitHub issue with discussion and accepted design OR link to spec that describes this work
[ ] Code follows the standards mentioned here
[ ] Updated relevant documentation
[ ] Re-reviewed Files changed in the GitHub PR explorer
[ ] Added appropriate labels

@peterargue ive included it as release/** since i do think we'd want this to run on any release as long as we follow the release/** pattern. Happy to change it only to v0 but i feel like this would be the better approach
