Add GetProtocolStateSnapshotByBlockID and GetProtocolStateSnapshotByHeight to the SDK

Closes: #131

Description

Add GetProtocolStateSnapshotByBlockID and GetProtocolStateSnapshotByHeight endpoints to FlowAccessAPI and AsyncFlowAccessAPI
Update unit tests for all affected classes
Create Kotlin examples for protocol state endpoints
Create Java examples for protocol state endpoints
Add integration tests for all protocol state endpoints
