Update v1.0 Cadence Language Server to latest verison #778

Update the version of the Cadence Language Server on C1.0 branch.

Blocked by https://github.com/onflow/cadence-tools/issues/409. I tried a few older versions, but couldn't get anything somewhat recent to work. Probably best to just wait for fixed LTS release.
