Sco transactions update #55

Hey @relatko , I believe this PR is missing implementation of the Staking Collection version of the Update Networking Address transaction located here => https://github.com/onflow/flow-core-contracts/blob/master/transactions/stakingCollection/update_networking_address.cdc

Hmm, i thought, that SCO.16 is this, as it is a Staking collection transaction a and its name is Update Networking Address. But the scripts are indeed different. If this is the case, i do not have manifest for the correct Update Networking Address. We should discuss it on slack.

I added TH.25 and modified SCO.16 according to the new manifest
