Upgrade on mainnet based on this change: https://github.com/onflow/flow-core-contracts/pull/397

Upgrades were already performed on Canary and Testnet in December

Thos diff links does not give much value. That is they say the existing is empty

moved the changes to a folder called 2024 from 2023
