This PR includes the following:

Prepares ongair-whatsapp for PyPi. New files added are:

  1. setup.py 2.LICENCE.txt 3.MANIFEST.in 4.setup.cfg

@kimenye and @jmwai kindly have a look at the PR.. Looking at what is needed to push it live on pypi.
