What this PR accomplishes

Fixes overflow on resources with URL titles on Chrome and Safari for mobile and tablet

Issue(s) addressed

DATA-1507

What needs review

For resources with URL titles, there is no overflow on the dataset page (in the resource title) or resource page (in the title and additional info table) on Chrome and Firefox on all screen sizes
(We'll check safari on a test env)
