reposition Step 1 delete button

What this PR accomplishes

As per the new workflow redesign, the following UI changes were made on Step 1 page:

• the Delete button for existing resources was repositioned from the bottom left of the page to the top of the page to the right of the h1 title
• the Continue button was repositioned from the bottom right of the page to the bottom left where the Delete button was

What needs review

Review:

• the Continue and Delete buttons in Step 1 work properly
• the Delete button in Step 1 only appears for existing resources or when clicking back from Steps 2, 3 & 4 in the creation of a new dataset
• css styling
