Call a BASIC program for triggers #47

PRC sometimes triggers a file, can launch a stub PRC subroutine. So, there will need to be a means from MVON# to work with the triggers. We want to trigger the specific menu that changed, etc.

Enable file level triggers to call BASIC subroutines.

This is not in the base product, but about one third of the customers of PRC use this
