Implement mini-map scrollbar #1040

A popular feature in editors is a mini-map scrollbar - once we have TextMate highlighting, we can easily colorize and tokenize the buffer, which would unblock implementing something like this.

Added a bounty, as this would be a great feature that showcases Oni's visual differentation from terminal editors.
