[Suggestion] Add .editorconfig's plug-in by default

Hi,

I see that Oni already has an .editorconfig (http://editorconfig.org/) file (which I really appreciate).

I would like to suggest adding .editorconfig as one of Onis' default plug-ins.

Added a bounty for this - this would be great to have. The completion criteria for this would be as follows:

• Implemented as an oni extension
• Works cross-platform, able to parse the editorconfig format
• Handles the full set of parameters (indentation, newlines, etc).
• Covered by tests

Is this really necessary though? Can't you already just use editorconfig through the editorconfig vim plugin?

@bryphe might consider this with the revamp, it would be great to have editorconfig work perfectly with Oni's settings. So Oni sits nicely at https://editorconfig.org/#download with the native support section.
