fix(window/#3777): Move window to bounds

Issue: Several windows key bindings weren't wired up:

• Control+W, Shift+J - move window to bottom
• Control+W, Shift+K - move window to top
• Control+W, Shift+H - move window to far left
• Control+W, Shift+L - move window to far right

Fix: Implement these window movements, add default keybindings
