Document Ratings v6 proposals

This is a fairly extensive and detailed write-up of some proposals for Ratings V6. The idea is that this is a living document, which we can change:

• update/add/fix/clarify proposals
• delete or document failed experiments
• mark items as completed (or implemented)
• etc.

When we're ready to "ship" ratings V6, we can repurpose this document, trim it down, and use it as a reference. Or, we can delete it.

Most of these proposals have not been accepted, and experiments have not yet been run to confirm they're a good idea. Why commit it?

• Some of these have been discussed (briefly) on Slack, but we tend to forget what has been discussed, what the motivation is, etc.; it'll be easier to track current status if we have something checked in.
• Selfishly, I'll be disappearing (mobile-only, no coding) for a few months, and when I return this will be a useful reference of what I was thinking.
• Having the proposals in a document—especially experiments—will make it easier to collaborate with other interested contributors.
  • Maybe someone can make progress while I'm mobile-only! One can hope.
  • There were some interested users on the forum... if/when this PR lands, I'll ping that thread with a link to it, to see if anyone would volunteer to make progress on the experiments while I'm out.

Why commit here instead of a new "v6" branch?

• We've already landed a bunch of "v6" stuff here. It'd be confusing to split it out.

I don't have much time to edit this further right now... I'm about to put my computer in a box and ship it far away. I'm hoping it can be landed basically as is and then edited in tree (if people have questions / need clarifications, I can do some limited editing and code reviews from mobile).

But open to other options...
