Moves definitions of minimum deployment targets from individual targets to the Xcode project level.
Updates Package.swift to remove the explicit iOS deployment target, to resolve warnings under Xcode 12 that iOS 8 is no longer a valid minimum deployment target.
Updates to Xcode 12 recommended build settings.

@sharplet thanks for the PR, sorry there's been some merge conflicts, I will manually integrate your changes and update to Xcode 12
