What is the message on right side of dial pad ?
Could you try to enable NAT and ICE options ?
Could you try to test on another network ?

I tried with and without all options, with freephonie and other wifi hotspot.
Sip is connected but i don't heard
any sound.

Maybe, should you change the codec ?
Which Sip provider do you use ?
Could you enable the log file to detailed level ? The log file is written in
/var/mobile/Library/Siphon. Read it or post here.

I got the same problem with Freephoneline, and their settings is:
Inbound/Outbound Proxy: voip.freephoneline.ca
Registration Expires: 180 to 3600
Use Preferred Codec: G729a
Use Preferred Codec Only: No
RTP Packet Size: 0.020
Ring Tone Frequency: 52
Ring Tone Voltage: 90
