Enable GitHub issue templates #198

Enable issue templates by Github UI in ONNX according to https://github.com/onnx/onnx/pull/2848 and https://github.com/onnx/onnx/pull/2835.

Any feedback would be greatly appreciated. THANKS!

Hi @askhade, I think question and bug templates are enough. Do we need feature request template for onnx/tutorials?

After reviewing existing issues, I don't think we need feature request here. I just removed it.
