I've added three new timezones in PR rails/rails#18489 which have been accepted and backported to 4.1 and 4.2.
Here is the translations for these timezones. I've used Wikipedia's interwikis («Languages» link) in articles for Kaliningrad, Samara, and Srednekolymsk to get these cities names in other languages.
I have not found translation for Srednekolymsk in Portuguese and have not found translations for Traditional Chinese at all.
Also updated comments with UTC offsets for russian timezones to be in sync with present timezones (in files with such comments).
