fix docker caching #113

I noticed in the Actions CI that deprecated warnings are showing, and it seems the action-docker-layer-caching repo is unmaintained. We need to find a new caching method before July 2023

In fact, it looks like the caching is completely broken, it has to pull in fedora updates
