Add support for linear-referenced tags. #900

Support overture's linear-referenced tags natively in planetiler via 2 mechanisms:

  1. apply tags, omit, or set a min/max zoom to a partial range of a vector tile line feature:
features.line("layer_name")
  .setAttr("key", "value for entire line")
  .linearRange(0.1, 0.2).setAttr("key", "value from [0.1, 0.2)")
  .linearRange(0.8 0.9).setAttr("key", "value from [0.8, 0.9)")
  .linearRange(0.3, 0.5).omit()
  .linearRange(0.95, 1).setMinZoom(10)
  1. If you explicitly want to create a "partial line" feature from a subset of the line:
features.partialLine("layer_name", 0, 0.5)
  .setAttr("key", "value")...

Since mapbox vector tiles don't support linear-referenced tags natively (1) will break the feature up into multiple output features with the distinct set of tags applied (merging adjacent segments with identical tags). In the future maplibre vector tiles should support this natively so it can remain 1 feature. (2) will always break the feature up into multiple features and let you control any aspect of them.
