There is a need to externize the config file from the code #43

For now, the config is directly in the same repo as the code, here: https://github.com/ontoportal-lirmm/annotators/tree/master/sifr-bioportal-annotator-proxy/src/main/resources

There is no private information on ti, but it's more complicated to add environments, e.g now we have testportal but there are no configured environments yet.

Adding the testportal environment is not directly related to the code.
