When adding a new submission we lost the precedent version value #36

Use case (BIODIVTHES)

At 02/04/2022, the administrator of BIODIVTHES submitted manually a new version. But after parsing the new one we lost the precedent submission version info

I did a manual post to reset the old value "1.2"

This seems to not be a bug, but the expected behavior. We give the priority to the ontology metadata and we overwrite the portal metadata
