Media signing, timestamp from 1601? #412

In Section 5.7.4, it's written

The UTC (8 bytes) based time represented by the number of 100-nanosecond intervals since January 1, 1601 of the I-frame leading the GOP.

Are we really specifying from 1601? Aren't we counting from the Epoch, i.e. 1970?

A good question that has been raised before. It has been decided to use the same timestamp format as in other ONVIF specifications; See for example ExportFileFormat.
