lens configuration for fisheye device #463

For a fisheye device, we believe that it should always expose its lens configuration in its VideoSourceConfiguration when ViewMode == "tt:Fisheye", otherwise how can a client know how to dewarp this view? see details in - https://github.com/onvif/dtt/issues/220

DTT can check this, but in order to update the test spec we need correction in Core Specification

Can you provide some background information why the test spec requires a change to the Core Specification?
