D) Intel Arc (IPEX) Installation Fails #4909

Describe the bug

A fresh install for D) Intel Arc (IPEX) results in the following error; ERROR: Could not find a version that satisfies the requirement torch==2.0.1a0 (from versions: 2.0.0a0+gitc6a572f, 2.0.0, 2.0.1, 2.1.0a0+cxx11.abi, 2.1.0, 2.1.1) ERROR: No matching distribution found for torch==2.0.1a0

Is there an existing issue for this?

Reproduction

Start fresh install and select D) Intel Arc (IPEX) for installation
