What steps will reproduce the problem?
1. python setup.py install --prefix=$HOME/local

What do you see instead?

*Error*: NumPy version is lower than needed: 1.10.0.dev0+0752872 < 1.6

What version of the product are you using? On what operating system?

Please do not use google code anymore for filing new tickets.  The new home for 
numexpr is github.  This ticket will be moved there: 
https://github.com/pydata/numexpr/issues/170
