M114 Coverage Model Integration #152

Transitions coverage model metadata from HDF5 backing to Postgres DB backing.

Adds search interface and view capability to retrieve only the observations that match the search criteria. Returned observation order can be specified by parameter name.

I will be working this morning on getting the merge complete - most likely with Jamie.
